This highly qualified expert is a service and therapy dog consultant. She has been trained and remains current on any changes to the various laws in dog safety and service dog law for over 20 years. She has also played a part in updating Homeland Security/FEMA guidelines in relationship to service dogs and shelters. Some laws that this expert is well versed on include the Americans with Disabilities Act, Americans with Disabilities Act Amendment Act 2008, Air Carrier Access Act March 1990, Section 504 of the Rehabilitation Act of 1973, 41 Code of Federal Regulations 101-20.311, HUD Fair Housing Act, California Health and Safety Code, Penal Code 365.5, and various other California Laws that protect the rights of people with disabilities who have Service Dogs.
This expert has been trained in service dog law for over 20 years, starting with the Delta Society's National Service Dog Center. Since then, the expert has remained current on changes and updates to the ADA, ADAAA, ACAA, HUD Fair Housing Laws, Section 504 of the Rehabilitation Act of 1973 as amended, (29 U.S.C. 794). The applicable regulation is 39 C.F.R 232.1 (j), and Title III 28 Code of Federal Regulations, sect. 36.104. This expert administered the Information and Advocacy phone line for 6 years, and served on the (IAADP) International Association of Assistance Dog Partners, Board of Directors for 6 years. She has worked directly with the Department of Transportation on guidelines for the transportation of Assistance Dogs in the cabin of aircraft. This expert has also worked with the Department of Justice and Homeland Security/FEMA and was able to take part in the National Center for Emergency Preparedness. Prior to that time the American Red Cross would not allow people with disabilities in their shelters. This expert has worked with Homeland Security/FEMA as a person with a disability to draft a National policy for how the disabled would be served in Emergency Shelters.
