Parking Lot Design Expert Witnesses

This highly qualified expert was formerly the facilities manager for 17 Target stores for 14 years. His responsibilities for total facility and property management included directing and supervising the Building Services Team, and he was responsible for overall store equipment and store safety. His expertise includes team leading, and safety & building code compliance. He is currently serving as the facilities manager for an industry-leading big-box retail store.

This expert is a specialist in vehicle incursion accidents. He has led studies on how frequently they occur, their common causes, and the most frequent design or construction failures which lead to them. Has worked to create the largest national database for accidents on private property outside of the insurance industry. For almost twenty years, he has worked closely with people in government, industry, academia, and the commercial property/retail market to understand the depth of the problem and to help provide solutions. Has assisted on local and county ordinances in three states as well as a statewide initiative in California. Has been an expert witness (testifying or consulting) in more than 60 cases involving vehicle-into-building and vehicle-into-pedestrians nationally. Numerous multi-million dollar settlements and verdicts in more than twelve states. No court has upheld any challenge against him or limited his testimony. Published author and also frequently appears in articles and on newscasts on the topics of preventing terrorist incidents, the need for increased pedestrian and public safety, and the prevention of criminal or accidental vehicle attacks or incursions where the public works, plays, or shops. Expert is involved day-today with the design, test, and manufacture of bollards, barriers, and pedestrian safety systems which are currently protecting people and property on several continents.

This expert has over 35 years of experience in parking design and planning. He graduated from the University of Northern Iowa with a BA in construction management. He is a member of the National Parking Association and the International Parking Institute. He was formerly a parking consultant with the planning division of the Allright Corporation before becoming vice president of parking for Allright. He also served as a senior parking consultant for International Parking Design. Currently, he is a partner at a parking design group and splits his time between California and Iowa.

This highly qualified expert has over 30 years of experience in the parking technology and operations industry. He is well-versed in parking design specifications, maintenance and operation procedures, traffic, and safety standards and best practices. He earned his BA in psychology at the University of Hartford. He has held several positions throughout the industry including general manager of Metropolitan Parking System, Inc., vice president of business development at TCS International, vice president of the northeast region at Amano McCann, vice president of operations at Park Assist, and CEO at Designa Access Corporation. This expert is currently the principal of a parking design consulting firm in Massachusetts.
